Shipping a small parcel from China to the UK requires the sale's VAT treatment and the parcel's import data to agree. Royal Mail may be the last-mile provider on some services, but that handover should be confirmed for the booked product. It does not determine the seller's tax responsibilities or guarantee a particular delivery time.
Define the UK destination and sale
Distinguish Great Britain from Northern Ireland and confirm whether the sale is direct or facilitated by a marketplace. Those details affect which HMRC guidance applies. Do not treat an EU IOSS arrangement as the UK's VAT solution.
Identify whether the recipient is a consumer or a VAT-registered business and obtain the information needed for the applicable treatment. The warehouse should receive an approved instruction rather than infer a business exemption from a company name in the address.
Check the actual product category and any restrictions separately. A small ordinary-looking parcel can contain goods subject to specific requirements.
Use the consignment value correctly
HMRC's direct-sales guidance explains the £135 consignment limit for the relevant low-value arrangements and distinguishes higher-value imports and exceptions. The limit concerns the consignment, not each item independently.
Record the sale and packing configuration together. Adding another product before dispatch can change the consignment value and the applicable handling. Use the appropriate intrinsic-value treatment rather than assume that every freight or tax line enters the threshold identically.
Do not use a gift description for a normal commercial order or lower the declared price to fit a threshold. Keep evidence supporting the value and the actual nature of the transaction.
Confirm the handover and payer arrangement
Ask the China-origin provider for the service code, UK delivery partner, tracking linkage and charges included. The provider may use a postal handover or another delivery network. A Royal Mail tracking number created in advance does not prove that Royal Mail already has the parcel.
Establish who pays transport, import VAT where applicable, duty and provider service charges. If the customer may receive an arrival-payment request, explain the arrangement before purchase instead of calling the dispatch price a complete landed total.
Royal Mail's fee guidance distinguishes customs charges from its handling fee. That distinction is useful when investigating an arrival bill; it does not establish the cost or applicability of every China-origin service.
Supply complete shipment data
Use the correct customer name, address, postcode and contact information required by the provider. Keep the product description, quantity, value and origin consistent with the sale. Identify any supporting document or product permission needed before release.
For FulfillNexa by SBT's China pick-pack process, make those fields part of the approved order release. A parcel should be held for correction when essential information is missing rather than dispatched with a guess that becomes a customs or delivery problem later.
If the package is repacked or split, update the piece and tracking records. The electronic shipment data must still describe what was actually handed over.
Explain tracking without overstating the event
Keep the export provider's identifier linked to the UK last-mile identifier. Different systems may show different stages because one sees the origin movement and the other sees the destination handover.
Separate label information, physical acceptance, import release and delivery. An absence of local scans can reflect a handover stage that has not occurred; it is not enough on its own to conclude that a parcel is lost or customs-cleared.
Set an escalation owner and a trigger based on the selected service's investigation conditions. Customer service should report the verified event and next action, rather than generate a new arrival date without evidence.
Resolve arrival charges and failed delivery separately
For a tax query, collect the transaction tax record and the actual assessment. For an address or receiving problem, obtain the last-mile exception and available recovery options. Those cases require different remedies.
Confirm return availability and the party authorized to approve its cost. A postal handover should not be assumed to include a free, tracked return to China.
The robust UK small-parcel workflow links the seller's VAT decision to accurate shipment data and a confirmed delivery product. The last-mile brand is one part of that workflow, rather than a substitute for it.
