Small commercial parcels from China should not be planned around the former U.S. $800 duty-free de minimis treatment. The applicable entry process, product admissibility and charges need to be established for the actual postal or nonpostal service. Low value alone does not authorize an importer to skip those checks.

Separate current rules from an announced proposal

CBP's June 2026 postal interim final rule establishes the indefinite suspension for covered mail shipments and a postal informal-entry process. Its dates distinguish the suspension amendment, other effective provisions and specified October compliance requirements.

The 8 October 2026 low-value-shipment notice is a proposed rulemaking. Publication is not proof that every proposed data or bonding change is already mandatory. Check the current rule and service implementation rather than turn a proposal's summary into a dispatch instruction.

For the seller, the immediate task is to confirm the provider's actual declaration and payment arrangement, including any approaching compliance date. Do not use an old $800 checkout message while relying on a new import process behind it.

Identify the party making the entry

Ask whether the service is postal or nonpostal and who is qualified to make the relevant entry. Identify the importer, responsible declarant or broker, duty payer and the party answering product questions.

These roles should connect to the commercial transaction and the shipment record. A seller's warehouse or a carrier collecting the parcel is not automatically the importer of record. Obtain the required authorizations through the actual provider process.

If the provider cannot explain its entry path, hold the routing decision. A statement that the line includes customs is not enough to verify how the goods are lawfully entered.

Prepare the product data before packing

Use a specific description, quantity, supported value, origin and appropriate classification. Include the information needed for any other agency's product requirements. An internal SKU can help identify stock but does not replace a meaningful customs description.

CBP's commercial-invoice explanation addresses valuation and additions that may need to be considered. Apply the correct basis for the transaction rather than declare a convenient wholesale or retail number without review.

Do not mark normal ecommerce sales as gifts or split them solely to claim a treatment that no longer applies. Keep the purchase and payment evidence available if the declared information is questioned.

Distinguish duty from the carrier's fees

The applicable government charges depend on the product and current measures. Carrier or broker service charges can have a separate basis. Ask for the breakdown instead of describing every arrival bill as customs tax.

Agree whether the seller or recipient pays each amount. Customer-facing pricing should reflect that choice. A transport quote that excludes import charges is not equivalent to one with a defined seller-paid arrangement.

Avoid a single universal China tariff percentage. Classification, origin, exclusions and current measures must be checked for the actual goods and date, not inferred from another seller's parcel.

Check admissibility independently of the payment

Paying duty does not establish that a product can be sold or imported legally. Products involving food, cosmetics, children's use, electronics or other regulated characteristics can require additional evidence or agency review.

For FulfillNexa by SBT's China-side order preparation, approved product and import instructions should be available before release. The warehouse's physical packing work cannot replace the responsible party's compliance assessment.

If essential data is missing, correct it before dispatch. Sending an inaccurate description and promising to explain it only if customs asks creates avoidable risk for the customer and the importer.

Keep a record through release and delivery

Link the customer order, packed parcel, provider tracking number and available entry or assessment evidence. Keep a verified channel for customs questions and a named owner for responding.

When tracking stalls, obtain the actual exception. A missing last-mile scan does not, by itself, prove a customs hold. A customs release does not establish that the delivery partner has completed the final handover.

Use the completed shipment to verify the chosen service's charging and data process. That evidence is a sounder basis for future U.S. parcel routing than a historical exemption headline that no longer describes the transaction.
