Choose an EU launch market, then define the import route
Europe is not a single customs or consumer market. An EU launch, a UK launch, and a Swiss launch need separate treatment. For China dropshipping into the EU, begin with a specific Member State, product family, selling channel, and delivery service. Those choices determine the language, product information, tax arrangement, and operational support required.
A store can expand across borders later. Starting with an undefined promise to serve all of Europe makes it easy to overlook local language requirements, producer-responsibility registration, and return handling. Build a market file for each destination instead of assuming the first country's setup covers every obligation.
Keep VAT and customs duty separate
IOSS is a VAT simplification for eligible imported distance sales in consignments of intrinsic value not exceeding €150. It is not a general customs-duty exemption. The Commission's low-value consignment guidance explains the VAT and declaration framework.
The old low-value duty assumption also needs updating. From 1 July 2026, the EU introduced a temporary €3 customs duty per tariff-classification item in covered consignments up to €150. It is not simply €3 for every physical unit or every parcel, and it is separate from VAT. Consult the Commission's current implementation guidance for scope and exceptions.
Confirm the declarant, applicable procedure, and collection arrangement with the provider. A checkout that collects VAT still needs accurate customs data and a working duty process. Keep any IOSS identification within the authorized data exchange rather than exposing it in public customer documents.
Build the product file before the offer
Identify the relevant sector rules and general safety duties. A general household accessory may need a different assessment from a toy, electronic device, or cosmetic. CE marking applies to specified categories; it should not be attached indiscriminately to every product.
The EU requires a responsible economic operator for products covered by the General Product Safety Regulation. The EUR-Lex summary describes the eligible roles. Determine the valid arrangement for the actual product rather than treating an ordinary parcel carrier as the responsible person by default.
Prepare product identification, manufacturer information, applicable warnings, and required language versions for the online offer and physical goods. Check whether packaging, electrical equipment, batteries, or other categories trigger destination-specific producer-responsibility obligations. Product-safety conformity does not automatically satisfy those environmental registrations.
Test the basket, not only the single product
Mixed baskets can change consignment value, tariff-classification items, package dimensions, and the selected service. Confirm how the store calculates tax and shipping when two variants or product categories are purchased together. An isolated successful sample shipment does not test those interactions.
Keep sale, supplier invoice, packed contents, and declaration consistent. Use a meaningful product description with materials and use where needed. A vague “accessory” description can leave the declarant without enough information to classify the goods correctly.
Track processing, carrier handover, customs events, and final delivery separately. Give customers estimates supported by the intended route rather than a blanket arrival promise for every Member State.
Support the customer in the market being served
Provide clear seller identity, prices, delivery information, and legally appropriate remedies. Translate the information customers need to use the product safely and understand the purchase. An automatic storefront translation does not establish that warnings and technical instructions are accurate.
Decide how returns will be received and evaluated, and how tax records will be corrected. Keep restricted-goods return instructions appropriate to the product. Review early orders for unexpected charges, language misunderstandings, and repeated delivery exceptions before adding more countries. Expansion should reuse a verified operating method while still checking each destination's distinct obligations.
