Start with a compliant import model

China dropshipping into the United States in October 2026 should not be planned around the former $800 duty-free de minimis exemption. That treatment is suspended. Low-value orders still need an appropriate entry route, accurate data, and payment of applicable charges. Product compliance remains a separate requirement from customs clearance.

Choose the legal seller, importer arrangement, product family, and delivery channel before setting retail prices. Confirm those choices with the relevant service providers. A cheap parcel quote that cannot identify how the goods enter the US is insufficient for a repeatable operation.

Distinguish rules in force from proposals

CBP's October 8, 2026 proposed rule discusses changes to low-value entry procedures, including electronic informal mail entry. It is a notice of proposed rulemaking with comments due December 7, 2026, not a final rule effective on its publication date. Its background also describes the June 2026 interim final rules suspending de minimis treatment.

For a shipment today, obtain the actual current procedure from the broker or carrier and the governing official instructions. Do not copy historical postal fixed-rate options into a cost model without checking whether they remain available. Keep a review date with the route's customs assumptions.

Separate classification, origin, customs value, and additional tariffs. These inputs can affect the outcome independently. A product sourced from a China seller is not necessarily China-origin in every case, while routing China-origin goods through another country does not by itself change origin.

Treat each product category as its own launch decision

Use the product's intended use, materials, age group, and claims to identify the responsible agencies. Children's products can require CPSC testing and certification; food, cosmetics, and devices involve different FDA frameworks. Electrical or wireless functions can add other requirements.

The CPSC eFiling resources explain certificate-data responsibilities for relevant regulated imports. Confirm whether the actual product and channel fall within the requirements. A warehouse that can attach a barcode does not automatically have enough product knowledge to assume certification responsibility.

Keep model-specific evidence and traceability. Product substitutions, a battery change, or a new manufacturer can invalidate the assumptions behind an earlier assessment. Require approval before the supplier implements those changes.

Price the supported delivery offer

Obtain a quote for the finished package, destination, product classification, and agreed customs scope. Determine which charges the seller bears and whether the customer could be asked to pay anything on delivery. Reflect the supported arrangement accurately at checkout.

Evaluate total contribution after product, shipping, handling, payment, acquisition, and expected exceptions. Use transparent assumptions for a new product, then replace them with observed outcomes. A retail price that works only when import charges are omitted is not a viable baseline.

Compare direct parcels with stocking selected products domestically where appropriate. A domestic inventory model changes cash commitments, import timing, and return handling. It should be assessed on those terms rather than described as a way to bypass the underlying product or tariff rules.

Scale from complete orders, not advertising clicks

Pilot a small catalog and measure order-to-delivery performance, support contacts, wrong-item incidents, refunds, and delivered contribution. Investigate the slow tail as well as the typical order. If inventory or tracking records do not reconcile at low volume, higher advertising spend will magnify the problem.

Publish processing and delivery information with a reasonable basis. Confirm the remedy process for shipment delays and defective goods, including how returns can be handled lawfully. Preserve the offer and communications associated with each order.

Expand only when the seller can explain an order from payment through entry, delivery, and any remedy. The US opportunity depends on a product customers want and an operating model that absorbs today's import obligations, rather than on restoring an old low-value exemption in the spreadsheet.
