The 2024 date marks application, not a temporary campaign
The EU General Product Safety Regulation, Regulation (EU) 2023/988, has applied since 13 December 2024. For China-origin consumer products sold in 2026, it belongs in the ongoing market-entry and product-monitoring process. It should not be treated as a one-time certificate obtained when the regulation first started.
Assess its scope alongside sector-specific legislation. A product can have specific requirements for risks already covered by another EU measure while remaining subject to relevant general safety duties. Avoid applying one generic GPSR checklist to every product without identifying the actual legal framework.
Identify the economic operators for the real supply chain
Record who manufactures the product, who places it on the market, who imports or distributes it, and which EU-established operator performs the required responsible-person tasks. The EUR-Lex regulation summary explains the responsible-economic-operator framework. A parcel carrier does not become that operator merely because it transports the goods.
Check whether selling under the merchant's own name or trademark changes its role. Private labeling is more than a packaging service when it brings manufacturer responsibilities. Put the appointment and information-access arrangements in writing rather than assuming a service provider will answer every authority request.
Keep the manufacturer and responsible-party information consistent across the product, packaging, online offer, and internal records as applicable. An old address on an insert can undermine an otherwise current product file.
Create a product file that explains the safety decision
Document the product identity, intended use, foreseeable users, materials, relevant hazards, and the evidence used to assess them. Test reports should identify the actual model and configuration. Where variants are covered together, retain the reason that coverage is valid.
Turn the assessment into usable instructions and warnings. Language requirements need review for the Member States where the product is offered. A technical report in one language does not ensure customers receive understandable safety information.
Control changes in materials, components, design, and manufacturing. An unchanged SKU is not evidence that the product remains unchanged. Require review before a supplier's substitution is accepted into available inventory.
Treat the online listing as a safety-information surface
Distance-sale offers need relevant product identification, manufacturer details, responsible-person information where applicable, and warnings or safety information. The Commission's GPSR questions and answers discuss these online-offer obligations. Review the complete offer rather than placing a generic compliance badge on the homepage.
Check that the listing's photographs and claims describe the documented product. A misleading age recommendation or omitted compatibility restriction can create risk even when the physical unit carries a warning. Keep a version record of the information shown to customers.
If a marketplace requests compliance fields, provide the product's verified information. Filling those fields is one part of the process; marketplace acceptance does not transfer the manufacturer's or seller's underlying obligations.
Prepare for complaints and corrective action
Define how a safety concern reaches the person responsible for assessment. Support should capture product identity, batch information, the reported event, and available evidence. Serious indicators need escalation rather than being closed as routine dissatisfaction.
Preserve the ability to identify affected stock and orders. A mixed warehouse bin with no lot relationship can make a narrow corrective action impossible. Agree how held goods are prevented from being picked while the investigation proceeds.
Use the applicable reporting and corrective-action channels when required. Maintain customer communication and remedy records, and verify that the action actually reaches the affected goods. The practical impact of GPSR is an accountable safety process from product design and online offer through post-sale monitoring, with records that remain usable after the first shipment.
