Use IOSS for the VAT problem it is designed to solve

The Import One-Stop Shop simplifies VAT declaration and payment for eligible distance sales of imported goods in consignments with intrinsic value not exceeding €150. It does not cover every import, and it does not mean that low-value parcels are generally free of customs duty. Separate the VAT registration decision from the declaration and duty process.

Identify the seller, any marketplace acting as deemed supplier, the goods, their dispatch location, and the customer destination. An IOSS arrangement must match that transaction. A carrier's offer to use an unspecified shared number is not a substitute for understanding whose sale is being reported.

Confirm eligibility at the consignment level

Check the intrinsic value of the actual consignment and the eligible product scope, including the treatment of excise goods. Bundles and combined purchases can change the value. Use the Commission's low-value consignment guidance to establish the relevant framework.

Do not split or undervalue orders to make them appear eligible. Keep the sale, payment, packing list, and customs information consistent. If the actual package no longer meets the supported conditions, route it through the appropriate alternative process.

Goods already held in the EU are not imported distance sales from China under the same facts. Moving inventory into an EU warehouse requires a different VAT and import assessment, even if the storefront and product remain unchanged.

Establish the registration and intermediary arrangement

A non-EU seller should determine whether it must appoint an EU-established intermediary to use the scheme. The Commission's VAT explanatory notes describe the establishment and mutual-assistance distinctions. A China-established seller should not assume it can register without reviewing those rules.

Agree who receives transaction data, prepares returns, handles corrections, and keeps records. Confirm how marketplace transactions are separated from direct-store transactions so the same sale is not reported twice or omitted.

Limit access to the IOSS identification number. Share it only through the authorized parties and data channels needed for the declaration. Publishing it on product pages or customer-facing documents increases the risk of misuse and does not improve the customer's understanding of tax.

Keep the 2026 duty change out of the VAT logic

The temporary €3 customs duty introduced on 1 July 2026 applies to covered low-value distance-sale consignments across VAT schemes. Its item basis follows tariff classification, rather than simply physical quantity. The Commission's implementation guidance explains the scope and exceptions.

Therefore, a successful IOSS VAT transmission does not complete the duty arrangement. Confirm the declarant, applicable procedure, calculation, and payment responsibility. Do not describe the old €150 duty relief as still generally available.

Keep any carrier handling fee separate from both VAT and duty. A commercial clearance fee and a proposed public handling measure are different things; the quote should identify what is actually being charged.

Test data, payment, and corrections together

Run a legitimate order through checkout, the intermediary's reporting data, and the carrier's customs exchange. Verify destination VAT treatment, package value, product identifiers, and the supported duty arrangement. Investigate any customer request to pay VAT again before treating it as a routine delivery issue.

Maintain an order ledger that links sale, refund, shipment, and reporting period. Partial refunds and returns need a correction process agreed with the intermediary. A refund in the store should not disappear from the tax records.

Review rejected declarations and unexpected charges by cause. Incorrect value, missing identification, ineligible goods, and poor data transmission need different corrections. IOSS is effective when the seller's commercial records, VAT reporting, and actual parcel declaration describe the same transaction.
