Define the food-contact use before selecting a test
For China-made kitchenware and packaging, food grade is not a complete regulatory specification. Compliance depends on the material's identity and its intended contact with food, including food type, temperature, duration, and repeated use. A container suitable for dry snacks at room temperature may not be suitable for hot, oily food or microwave heating.
Create a use specification before asking a laboratory for a quote. Include the product, every food-contact layer, coatings, adhesives, inks where relevant, and foreseeable use. Keep the instructions and advertising consistent with that specification. Expanding a listing from cold storage to cooking can change the evidence needed.
US status is about authorized substances and conditions
FDA explains that the regulatory status of food-contact components depends on substance identity, specifications, and limitations on use. Possible legal bases include applicable regulations and effective food-contact notifications. A laboratory report headed FDA test does not by itself establish the whole article's regulatory status.
For each relevant component, obtain the applicable authorization basis and confirm that the manufacturer and use fall within it. Some food-contact notifications have manufacturer-specific applicability. A supplier should identify the relevant basis rather than point to a long list of unrelated regulations.
Match migration or other testing to the supported use and material. Keep the sample identification, test conditions, results, and formulation information together. A report for an uncolored resin cannot automatically establish that a finished printed, colored, or coated article complies.
EU requirements combine framework and material-specific rules
Regulation (EC) No 1935/2004 provides the general framework, while specific measures apply to certain materials. Plastics also require assessment under the current version of Regulation (EU) No 10/2011 and relevant amendments. The Commission's food-contact legislation index includes later rules such as the 2025 plastics amendment and restrictions concerning bisphenols.
Determine which rules and transitional provisions apply to the actual article and its placing on the market. Material groups without a fully harmonized specific EU measure can require consideration of national provisions. Do not treat a plastics report as a universal certificate for silicone, metal, ceramic, or paper products.
Food-contact packaging also needs review under the phased Packaging and Packaging Waste Regulation. The Commission's August 2026 application notice identifies current PFAS restrictions for food-contact packaging. Do not postpone that assessment merely because other packaging measures start later, or assume every future 2030 requirement already applies today.
Prepare any required declaration of compliance and supporting documentation for the supply-chain stage. The declaration needs a usable connection to the article and its conditions of use. Traceability records should connect the received batch to the supplier and downstream orders.
Turn test conditions into customer instructions
If compliance evidence supports only particular temperatures or contact times, the product instructions must not promise unrestricted use. Review dishwasher, microwave, freezer, hot-fill, and repeated-use claims individually. A familiar symbol printed on a carton is not a substitute for evidence.
For multi-part products, identify which components contact food. A lid seal, a printed inner surface, or a coating can matter even when the main body material is well documented. Changes to those components should trigger review before production is released.
Agree a change-notification procedure with the manufacturer. Substituting a resin, pigment, coating, or recycled input can affect the compliance basis. Keep purchasing staff from accepting a cheaper material under an unchanged SKU without approval.
Prepare the export file around the exact lot
Retain the product specification, composition information, legal basis, laboratory evidence, applicable declaration, approved labeling, and supplier traceability. Add accurate customs descriptions and any product-specific import requirements. A logistics provider should receive the information required to identify the goods without being expected to invent the regulatory assessment.
Inspect receipts for identity, damage, and the correct version, while recognizing the limits of visual inspection. If a customer reports unusual odor, material deterioration, or another potential safety issue, preserve batch details and escalate for technical review.
The useful purchasing question is whether the article can be supported for its advertised use in the chosen market. That is more precise than asking whether the factory has an FDA or EU certificate and accepting any document with those initials.
