A free-trade-zone address does not define the customs treatment
When comparing logistics locations in China, distinguish a pilot free trade zone, a comprehensive bonded zone and an individually approved bonded warehouse. These names describe different legal or regulatory arrangements. A provider located within a pilot free trade zone does not automatically offer bonded storage or exempt every shipment from duty and tax.
The Jinan pilot free trade zone authority's current explanation distinguishes the broader reform-testing role of pilot free trade zones from customs special-supervision areas. The practical question is which specific facility and procedure your goods will use, rather than whether the city appears on an FTZ list.
Start with the movement you need to improve
Write down the problem: importing foreign stock for later domestic release, re-exporting imported goods, permitted processing, regional distribution or exporting Chinese-made ecommerce orders. Identify the current cost or delay and the evidence behind it. “More favorable policy” is too vague to justify moving inventory.
For straightforward outbound fulfillment, proximity to suppliers and accepted carrier services may matter more than a zone label. For imported goods awaiting a final market decision, an eligible supervised arrangement may offer a different cash-flow pattern. Compare those actual flows before choosing a location.
Compare Shanghai, Shenzhen and Hainan on separate questions
| Location under consideration | Questions to put into a site-specific comparison |
|---|---|
| Shanghai area | Which exact facility, port or airport route and supervised procedure will handle the goods? What supplier and customer distances follow? |
| Shenzhen area | Does the proposed site fit the supplier cluster, collection products and approved activity? Is it ordinary or bonded stock handling? |
| Hainan | Which current free-trade-port rules, eligible entity and goods movement apply, including onward movement to the mainland? |
These are evaluation questions, not a claim that one location has universally lower costs. Obtain dated quotes for the same stock and final endpoint, including transfers and the cost of retrieving or moving inventory if the plan changes.
Hainan should not be modeled from an old generic pilot-FTZ description. The provincial government's account of the December 2025 operational change describes its island-wide free-trade-port customs arrangement. Current goods, entity and movement conditions still need to be established; the term free trade port does not establish blanket tax-free mainland delivery.
Verify the facility and permitted work
Ask for the warehouse's full location, operating entity, relevant customs approval and supervising office. Confirm whether the service in the proposal is performed at that site or subcontracted elsewhere. A tour of a bonded facility is not evidence that your stock will be entered there under the quoted agreement.
China Customs' bonded-warehouse approval guide provides an official reference for that specific approval process. Comprehensive bonded zones have a separate management framework. Do not treat a local business-registration document as a substitute for the relevant customs status.
Check the proposed tasks: storage, sorting, packing, assembly, repairs, samples and returns. Identify the required record and authorization for each. An operation that can be performed freely on ordinary stock may have conditions when goods remain under customs supervision.
Price the complete operating design
List inbound transport, declarations, supervised transfers, storage, stock-control work, permitted value-added handling and the final exit. Model duty and tax payment timing separately from permanent cost. A deferred payment can improve cash flow without reducing the eventual tax liability.
Include slower and smaller inventory-turn scenarios. Fixed setup and compliance work can be significant when the expected volume does not arrive. Ask how stock can be transferred, released domestically, re-exported or otherwise resolved if sales underperform, and what approvals and charges apply.
Set up through a documented pilot
Before signing a long commitment, have the operator and qualified customs adviser confirm the exact procedure in writing. Establish inventory identifiers, customs-status segregation, declaration ownership and reconciliation access. Test an ordinary release and a controlled exception using eligible goods.
Expand only after physical stock, customs records and commercial invoices reconcile. The site decision should explain a measurable benefit for your goods and your customers, together with the extra work it creates. That is a firmer basis than choosing a warehouse because its address contains the words free trade zone.
