Separate the electrical product from its packaging
A China seller entering Germany may have obligations for electrical equipment, batteries, and packaging at the same time. A WEEE registration does not cover packaging, and a LUCID entry does not establish electrical-product compliance. Build separate responsibility records for each relevant stream and connect them to the products being sold.
Determine the business role from the actual transaction. Manufacturing, importing, selling under an own brand, and direct distance selling can create different responsibilities. A supplier's registration should not be assumed to cover the merchant's own brand or an unrelated sales arrangement.
Check WEEE registration by brand and equipment type
Stiftung ear administers German electrical-equipment registration. Its registration guidance explains registration for relevant equipment and the registration's brand and equipment-type scope. Check the actual product rather than treating a company's WEEE number as universal coverage.
Foreign businesses without a German establishment need to assess the authorized-representative arrangement required for their role. The authority's foreign-company guidance describes that process. Appointment should provide a real operational relationship, not only an address to print on a listing.
Preserve evidence of registration and its scope. Product additions, a new brand, or a changed equipment category can require further action. Keep sales and quantity records suitable for the applicable reporting obligations and agree who submits them.
Treat packaging registration and participation as distinct steps
The LUCID guidance distinguishes registration from system participation and data reporting for packaging subject to those requirements. A publicly visible registration alone does not show that all participation and reporting duties have been fulfilled.
Identify sales packaging, shipping packaging, and other packaging used in the actual route. Record materials and quantities using a reproducible method. If a fulfillment provider adds a mailing carton or protective material, determine whose responsibility it is under the current rules and obtain the data needed for compliance.
Do not rely on a supplier's statement that packaging is already licensed without checking which business, packaging, and transaction it covers. Responsibility can change with own-brand arrangements or with the way goods are made available to customers.
Update the file for the 2026 PPWR transition
The EU Packaging and Packaging Waste Regulation began applying on 12 August 2026. ZSVR's current transition guidance warns that responsibility and system-participation arrangements require review. A pre-August contract should not be assumed to answer the post-August role question unchanged.
Review the business's present role, any applicable representation arrangements, and the obligations whose application dates differ. Do not assume every future packaging-design requirement became mandatory on the general application date. Use current authority guidance and the regulation's relevant provisions for each issue.
Keep the transition record tied to actual packaging volumes and agreements. If responsibilities moved between parties, record the effective period so quantities are neither omitted nor reported twice.
Make the warehouse part of the evidence chain
Ask the warehouse to report packaging changes, damaged stock, and product substitutions. A different mailing package can alter reporting data; a different electronic model can affect product registration scope. Those changes should reach compliance staff before they become routine practice.
Keep marketplace verification records consistent with the underlying registrations. Passing an upload check is not a substitute for maintaining the relevant obligations. Also review separate battery responsibilities where the product contains or includes batteries.
Before launch, verify that the seller can identify who owns each obligation, which registrations cover the goods, and how quantity data will be reconciled. This avoids the common mistake of collecting several registration numbers without establishing which one supports the particular German sale.
